“A new study by the Annie E. Casey Foundation concluded that students who don’t read proficiently by third grade are four times more likely to drop out of high school than proficient readers. The bill would direct school districts and charter schools to develop plans to monitor students’ literacy skills from kindergarten through grade three and inform parents at least twice a year of their child’s reading progress.”(more)
