“On December 10, 2015, as he signed the Every Student Succeeds Act (ESSA) into law, President Barack Obama hailed the bill as a “Christmas miracle.” ESSA had sailed through the U.S. Senate, 85–12, and the U.S. House of Representatives, 359–64, supported by a broad bipartisan coalition that thought Washington’s efforts on K–12 schooling during the Bush-Obama years had gone too far.
