“For decades, talk of a looming teacher shortage crisis has caused anxiety in education policy and practice circles. A 1984 report warned that “shortages of qualified teachers in subjects such as mathematics and science are expected to grow into a more generalized teacher shortage.” A 1999 report predicted the need for an outsized number of new teachers.
